This new blended-security-level facility includes 27 buildings on a 265-acre site totaling 1,060,000 square feet. The facility is comprised of two Commonwealth of Pennsylvania Department of Corrections facilities for men and a separate women's transitional unit.

Men's housing contains 3,516 beds, with a shared outside administration building. A central support building in the men's portion of the new facility serves both sides of the institution and subdivides the site. The women's transitional unit is an independently fenced full-service building containing 192 dormitory-style beds and a fully functioning kitchen with a loading dock, a dining room, a visitation suite and support function spaces.
